高度学術研究活動「高度専門職1号イ」
「本邦の公私の機関との契約に基づいて行う研究、研究の指導又は教育をする活動」をするための在留資格です。
基本的に在留資格「教授」や「研究」などに相当する活動と重複していると言え、大学教授や企業の研究機関における研究者といった業務が挙げられます。
高度専門・技術活動「高度専門職1号ロ」
「本邦の公私の機関との契約に基づいて行う自然科学又は人文科学の分野に属する知識又は技術を要する業務に従事する活動」のための在留資格となっています。
「技術・人文知識・国際業務」における「技術」や「人文知識」に相当する活動と重複しており、エンジニアや営業、マーケティングといった業務に従事できます。
高度経営・管理活動「高度専門職1号ハ」
「本邦の公私の機関において事業の経営を行い又は管理に従事する活動」のための在留資格です。
「経営・管理」に相当し、企業の経営者や管理者などの業務に従事することが可能となっています。
高度専門職2号
高度専門職2号は、高度専門職1号で3年以上活動を行っている外国人労働者が、特定要件を満たせば取得できる在留資格です。
高度専門職1号を含めたほぼすべての就労系在留資格の活動を行うことができます。
Highly Skilled Academic Research Activities "Highly Skilled Professional 1 (i)"
This is a residence status for engaging in research, research guidance, or educational activities based on contracts with public and private institutions in Japan. It can be said to overlap with activities equivalent to residence statuses such as "Professor" or "Research," and examples include researchers at universities and corporate research institutions.
Highly Skilled Specialized/Technical Activities "Highly Skilled Professional 1 (r)"
This is a residence status for engaging in activities requiring knowledge or skills in the fields of natural or human sciences based on contracts with public and private institutions in Japan. It overlaps with activities equivalent to "technical" or "humanities knowledge" in the fields of "technology," "humanities knowledge," and "international business," allowing engagement in roles such as engineers, sales, and marketing.
Highly Skilled Management Activities "Highly Skilled Professional 1 (h)"
This is a residence status for engaging in business management or administration activities in public and private institutions in Japan. It corresponds to "management/administration," enabling engagement in roles such as corporate executives or managers.
Highly Skilled Professional 2
Highly Skilled Professional 2 is a residence status that foreign workers who have engaged in activities under Highly Skilled Professional 1 for three years or more can obtain if they meet specific requirements. It allows engaging in activities encompassing almost all work-related residence statuses, including Highly Skilled Professional 1.

高度外国人材の受入れを促進するため,高度外国人材に対しポイント制を活用した出入国在留管理上の優遇措置を講ずる制度を平成24年5月7日より導入しています。
高度外国人材の活動内容を,「高度学術研究活動」,「高度専門・技術活動」,「高度経営・管理活動」の3つに分類し,それぞれの特性に応じて,「学歴」,「職歴」,「年収」などの項目ごとにポイントを設け,ポイントの合計が一定点数(70点)に達した場合に,出入国在留管理上の優遇措置を与えることにより,高度外国人材の我が国への受入れ促進を図ることを目的としています。
From May 7, 2012, a system has been introduced to provide preferential treatment in immigration control and residency management using a points-based system to encourage the acceptance of highly skilled foreign talent.
The activities of highly skilled foreign individuals are classified into three categories: "Highly Skilled Academic Research Activities," "Highly Skilled Specialized/Technical Activities," and "Highly Skilled Management Activities." Points are assigned for each item such as "educational background," "work experience," and "annual income," according to the characteristics of each category. When the total points reach a certain score (70 points), preferential treatment in immigration control and residency management will be granted. The purpose is to promote the acceptance of highly skilled foreign talent into our country.

「高度専門職1号」の場合
1. 複合的な在留活動の許容
大学での研究活動と合わせ、関連する事業を展開する企業を経営するなどといった複合的な活動を「資格外活動許可」がなくとも行うことができます。
2. 在留期間「5年」の付与
いきなり5年の在留期間が付与されます。
3. 在留歴に係る永住許可要件の緩和
以下の条件に当てはまると、10年以上滞在しなくとも永住権の許可対象となります。
・高度専門職における活動を3年間行っている
・高度人材ポイント制において80点以上を取得して1年間活動を行っている
4. 配偶者の就労
資格外活動許可を取得せずに、「研究」、「教育」、「興業」、「技術・人文知識・国際業務」に該当する活動が可能となっています。各在留資格取得時に課される学歴や職歴などの要件を満たす必要もなく、フルタイムで就労が可能です。
ただし、高度専門職の外国人と同居し、日本人と同等額以上の報酬を受けることが条件になります。
5. 一定の条件の下での親の帯同
7歳未満の子を養育するもしくは高度外国人本人もしくはその配偶者が妊娠しており、その介助等を行う場合において、下記の条件を満たした場合、両親の入国及び在留が可能になります。
・高度外国人本人もしくはその配偶者の親に限ること
・世帯年収が800万円以上であること
・高度専門職を所持している人と継続して同居すること
6. 一定の条件の下での家事使用人の帯同
「世帯年収が1000万円以上」、「家事使用人に対して20万円以上の報酬を支払うことを予定している」などの条件を満たすことで、家事使用人を帯同することが可能
※「外国で元々雇用していた家事使用人と共に入国する場合」、「新たに家事使用人を雇用する場合」、「投資運用業務等に従事する金融人材が家事使用人を雇用する場合」で条件が異なります 参考:出入国在留管理庁HP
7. 入国・在留手続の優先処理
入国・在留審査は、優先的に処理されます。入国審査に係る「在留資格認定証明書」の交付申請は申請受理から10日以内、在留審査に係る「在留資格更新申請等」については申請受理から5日以内を目途に処理されることになります。
「高度専門職2号」の場合
1. 「高度専門職1号」の活動と併せてほぼ全ての就労資格の活動を行うことができる
2. 在留期間が無期限となる
3. 上記3から6までの優遇措置が受けられる
4..転職時に在留資格変更許可申請が必要ない
高度専門職1号については、在留資格取得時に後に説明する「高度人材ポイント制度」を元に在留審査がなされます。このポイント制度の中に、年収や年齢をみる項目があり、転職により年収が変動したり、時間経過に伴い年齢も異なってくるため、転職する度に在留資格申請をする必要が出てきています。しかし、高度専門職2号に関しては、転職時にこういった在留資格申請をする必要がなくなります。
※「高度専門職2号」は「高度専門職1号」で3年以上活動を行っていた方が対象になります。
Content of Preferential Treatment in Immigration Control and Residency Management: "Highly Skilled Professional 1"
1. Allowance of Compound Residency Activities
It is possible to engage in compound activities, such as managing a company that develops related businesses alongside research activities at a university, without the need for a permit for activities outside of the qualification.
2. Granting of a Residence Period of "5 Years"
A residence period of 5 years will be granted immediately.
3. Relaxation of Permanent Residency Requirements based on Residency History
If the following conditions are met, eligibility for permanent residency will be granted without the need to reside for over 10 years:
- Engaging in activities as a highly skilled professional for 3 years
- Obtaining 80 or more points in the highly skilled foreign talent points-based system and engaging in activities for 1 year.
4. Spouse's Employment
Activities corresponding to "research," "education," "starting a business," and "technical/humanities knowledge/international business" are possible without obtaining a permit for activities outside of the qualification. There is no need to meet requirements such as educational background or work experience imposed at the time of acquiring each residency status, and full-time employment is allowed. However, it is a condition to live with a highly skilled foreign professional and receive compensation equal to or greater than that of a Japanese national.
5. Accompanying Parents under Certain Conditions
If a highly skilled foreign individual or their spouse is raising a child under 7 years of age or is pregnant and requires assistance, both parents' entry and residency will be possible if the following conditions are met:
- Limited to parents of the highly skilled foreign individual or their spouse
- Household income is 8 million yen or more per year
- Continuously residing with a person holding a highly skilled professional status.
6. Accompanying Domestic Workers under Certain Conditions
Accompanying domestic workers is possible by meeting conditions such as "household income of 10 million yen or more" and "planned payment of over 200,000 yen in compensation to the domestic worker." Conditions vary depending on whether accompanying an originally employed domestic worker from abroad, hiring a new domestic worker, or if financial professionals engaged in investment operations hire domestic workers.Reference: Immigration Services Agency of Japan (ISA) Website
7. Priority Processing of Entry and Residency Procedures
Immigration and residency examinations will be processed with priority. The issuance of a "Certificate of Eligibility for Residency Status" for entry examination will be processed within 10 days of application acceptance, and procedures related to residency examination, such as "Application for Residency Status Renewal," will be processed within 5 days of application acceptance.
For "Highly Skilled Professional 2":
1. It is possible to engage in almost all employment qualifications activities in addition to activities as a "Highly Skilled Professional 1."
2. The residence period is indefinite.
3. The preferential treatment from 3 to 6 mentioned above is applicable.
4. No need for a change in residency status application upon changing jobs
For Highly Skilled Professional 1, residency examination is conducted based on the later explained "Highly Skilled Foreign Talent Points System" upon acquiring residency status. Within this points system, there are items such as annual income and age, which may change with job changes or over time. Therefore, it becomes necessary to apply for residency status every time there is a job change. However, for Highly Skilled Professional 2, there is no need for such residency status application upon changing jobs.
* "Highly Skilled Professional 2" is applicable to those who have been engaged in activities for 3 years or more as "Highly Skilled Professional 1."
手続きの流れ Procedure Flowmaru
〇これから日本に入国される外国人の方⇒在留資格認定証明書交付申請手続き
1 地方出入国在留管理局の窓口での申請
・高度専門職1号」(イ・ロ・ハのいずれか)に係る在留資格認定証明書交付申請を行います。
※ 入国予定の外国人の受入れ機関の方等が申請を行うことができます。
・行おうとする活動に係るポイント計算表と、ポイントを立証する資料を提出し、高度外国人材の認定を申し出ます。
2 出入国在留管理庁における審査
・当該申請に係る入管法第7条第1項第2号に掲げる「上陸条件への適合性」の審査を行います。(この時にポイント計算を行います。)
⇒在留資格該当・上陸条件適合していると、在留資格認定証明書交付されます。これを本国にいる申請人に送付します。
3 在外公館にて査証申請
・あらかじめ上陸条件の適合性の審査は終了しているため、在外公館における査証申請の際に在留資格認定証明書を提示し、また、日本の空海港における上陸審査時に本証明書及び査証を所持することにより、スムーズな査証発給、上陸審査手続が行われます。
4 入国・在留
〇(1) すでに日本に在留している外国人の方 (2) 高度外国人材として在留中で、在留期間の更新を行う外国人の方
⇒在留資格変更許可申請・在留期間更新許可申請手続き
1 地方出入国在留管理局の窓口での申請
・在留資格変更許可申請、在留期間更新許可申請のどちらの場合においても、行おうとする活動に係るポイント計算表と、ポイントを立証する資料等の提出が必要です。
2 出入国在留管理庁における審査
高度人材該当性等の審査を行います。
【審査のポイント】 行おうとする活動が高度外国人材としての活動であること、計算の結果が70点以上であること、在留状況が良好であること
3 在留資格変更許可・在留期間更新許可
審査の結果、要件を満たす場合、許可となります。
〇For Foreigners Entering Japan and Applying for Certificate of Eligibility
1 Application at the Regional Immigration Bureau Counter
・Apply for the Certificate of Eligibility for "Highly Skilled Professional (Type 1)" (either for Engaged in Advanced Specialized Activities, Research Activities, or Academic Activities).
Those who are the receiving institutions for incoming foreigners can also apply.
・Submit a Points Calculation Table for the intended activities along with supporting documents to prove the points and apply for the certification of highly skilled foreign personnel.
2 Examination at the Immigration Bureau
・Conduct an examination of the "compliance with landing conditions" as stipulated in Article 7, Paragraph 1, Item 2 of the Immigration Control and Refugee Recognition Act regarding the relevant application. (Points calculation is done at this stage.)
⇒ If the eligibility for residence status and compliance with landing conditions are confirmed, the Certificate of Eligibility will be issued and sent to the applicant residing in their home country.
3 Visa Application at Overseas Diplomatic Missions
・Since the examination of compliance with landing conditions has already been completed, present the Certificate of Eligibility during visa application at overseas diplomatic missions. Additionally, by possessing this certificate and visa during landing inspection at Japanese airports and seaports, smooth visa issuance and landing inspection procedures will be carried out.
Entry and Residence
〇For:(1) Foreigners already residing in Japan (2) Foreigners currently residing as highly skilled foreign personnel and seeking renewal of their residence period
⇒ Application for Change of Residence Status Permit or Residence Period Renewal Permit
1 Application at the Regional Immigration Bureau Counter
・Whether applying for a Change of Residence Status Permit or a Residence Period Renewal Permit, submission of a Points Calculation Table related to the intended activities and supporting documents to prove the points is necessary.
2 Examination at the Immigration Bureau
・Examination of eligibility as highly skilled personnel will be conducted.
・Points for Examination: The intended activities should be those of highly skilled foreign personnel, the calculated result should be 70 points or above, and the residence status should be in good standing.
3 Change of Residence Status Permit or Residence Period Renewal Permit
・If the requirements are met upon examination, permission will be granted.
特別高度人材制度(J-Skip) he "Special Highly Skilled Professional (J-Skip)" system
2023年4月から特別高度人材制度(J-Skip)が導入され、これまでの高度人材ポイント制とは別途、学歴又は職歴と、年収が一定の水準以上であれば「高度専門職」の在留資格を付与し、“特別高度人材”として現行よりも拡充した優遇措置を認めることとなりました。
〇 在留資格「高度専門職」の対象には、外国人本人が我が国で行う活動に応じて、以下の3つの類型があります。
(1)「高度学術研究活動」 : 本邦の公私の機関との契約に基づいて行う研究,研究の指導又は教育をする活動(例 : 大学の教授や研究者等)
(2)「高度専門・技術活動」 : 本邦の公私の機関との契約に基づいて行う自然科学又は人文科学の分野に属する知識又は技術を要する業務に従事する活動(例 : 企業で新製品の開発等を行う者、国際弁護士等)
(3)「高度経営・管理活動」 : 本邦の公私の機関において事業の経営を行い又は管理に従事する活動(例 : グローバルな事業展開を行う企業等の経営者等)
〇 特別高度人材”の要件は、上記の(1)〜(3)の活動類型ごとに以下のとおりです。
((1)・(2)の活動類型の方)
以下のいずれかを満たす方であること。
・修士号以上取得かつ年収2,000万円以上の方
・従事しようとする業務等に係る実務経験10年以上かつ年収2,000万円以上の方
((3)の活動類型の方)
・事業の経営又は管理に係る実務経験5年以上かつ、年収4,000万円以上の方
〇特別高度人材の場合は、高度人材ポイント制による優遇措置よりも拡充された、以下の優遇措置を受けられます。
※特別高度人材として認められた場合、特別高度人材証明書が交付され、また、在留カード裏面欄外の余白に「特別高度人材」と記載されます。現行制度の優遇措置(2ページ参照)につき、以下の点を拡充。
-外国人家事使用人の雇用人数を2人まで可能に緩和する(C拡充)
-配偶者がフルタイムで就労できる職種を大幅に拡大する(D拡充)
-空港において、プライオリティレーンの使用を可能とする(新規
・在留資格「高度専門職(特別高度人材)」の場合
1. 複合的な在留活動の許容
2. 在留期間「5年」の付与
3. 在留歴に係る永住許可要件の緩和(永住許可まで1年に)
4. 配偶者の就労(範囲拡大、就業時間緩和)
5. 一定の条件の下での親の帯同
6. 一定の条件の下での家事使用人の雇用(2人まで可能に)
7. 大規模空港等に設置されているプライオリティレーンの使用
8. 入国・在留手続の優先処理
○また、永住許可までに要する在留期間は「1年」となります。
〇手続き方法
・新たに高度専門職1号(特別高度人材)として入国を希望する場合⇒在留資格認定証明書交付申請をする。
・高度専門職1号以外の在留資格で在留している方が高度専門職1号(特別高度人材)への在留資格変更を希望する場合
⇒「高度専門職1号(イ・ロ・ハのいずれか)に係る在留資格変更許可申請をする。
・高度人材ポイント制によって高度専門職1号の在留資格で在留している方が、特別高度人材としての優遇措置を希望する場合
1 高度専門職1号の在留期間の満了までの期間がおおむね3か月以内の場合
⇒在留期間更新許可申請において、特別高度人材に該当する旨の申し出をする。
2 高度専門職1号の在留期間の満了までの期間が上記以上の場合
⇒就労資格証明書交付申請を行っていただき、当該申請に際して特別高度人材であることの認定をします。
3 上記1・2にかかわらず、配偶者や家事使用人が特別高度人材の優遇措置(特定活動告示第2号の4及び第33号の2)に係る在留諸申請を行った場合⇒同申請において本体者が特別高度人材であることの認定をします。
The "Special Highly Skilled Professional (J-Skip)" system was introduced in April 2023. In addition to the existing Highly Skilled Professional Point System, a separate residence status for "Highly Skilled Professionals" is granted based on educational background or work experience and an annual income above a certain level, expanding the preferential treatment as "Special Highly Skilled Professionals" beyond the current system.
For the residence status of "Highly Skilled Professional," there are three types of activities based on the activities performed by the foreign individual in Japan:
(1) "Highly Advanced Academic Research Activities": Activities such as research, research guidance, or education based on contracts with public and private institutions in Japan (e.g., university professors or researchers).
(2) "Highly Advanced Specialized Technical Activities": Activities engaging in tasks requiring knowledge or skills in the fields of natural sciences or humanities based on contracts with public and private institutions in Japan (e.g., individuals conducting new product development in companies or international lawyers).
(3) "Highly Advanced Management Activities": Activities engaged in business management or administration in public and private institutions in Japan (e.g., executives of companies engaged in global business expansion).
The requirements for "Special Highly Skilled Professionals" are as follows for each activity type (1)-(3):
(For activity types (1) and (2)):
- Either holding a master's degree or higher with an annual income of 20 million yen or more.
- Or having 10 years or more of practical experience related to the intended work with an annual income of 20 million yen or more.
(For activity type (3)):
- Having 5 years or more of practical experience in business management or administration with an annual income of 40 million yen or more.
For Special Highly Skilled Professionals, expanded preferential treatments are available compared to the preferential treatments under the Highly Skilled Professional Point System, including:
- Relaxation of the limit on the number of foreign household employees to up to 2 people.
- Significant expansion of eligible job types for spouses to work full-time.
- Permission to use priority lanes at airports.
For the residence status of "Highly Skilled Professional (Special Highly Skilled Professional)," the following benefits are provided:
1. Permission for multiple residence activities.
2. Granting a residence period of "5 years."
3. Relaxation of the requirements for permanent residency based on residence history (to one year until permanent residency).
4. Spouse employment (expanding scope, relaxing working hours).
5. Parental accompanying under certain conditions.
6. Employment of household employees under certain conditions (up to 2 people).
7. Use of priority lanes at major airports.
8. Priority processing of immigration procedures.
Additionally, the required residence period for permanent residency will be "1 year."
Procedure:
- If you wish to enter as a new Highly Skilled Professional Type 1 (Special Highly Skilled Professional), apply for a Certificate of Eligibility for Residence Status.
- If you are already residing under a residence status other than Highly Skilled Professional Type 1 and wish to change to Highly Skilled Professional Type 1 (Special Highly Skilled Professional), apply for permission to change residence status to Highly Skilled Professional Type 1 (any of the categories of (イ), (ロ), or (ハ)).
- If you are already residing under a residence status of Highly Skilled Professional Type 1 through the Highly Skilled Professional Point System and wish to receive preferential treatment as a Special Highly Skilled Professional:
1. If the period until the expiration of the residence status of Highly Skilled Professional Type 1 is generally within 3 months, declare that you qualify as a Special Highly Skilled Professional in the application for renewal of residence period.
2. If the period until the expiration of the residence status of Highly Skilled Professional Type 1 exceeds the above, apply for a Certificate of Eligibility for Employment and certify that you are a Special Highly Skilled Professional in the process of that application.
3. Regardless of the above 1 and 2, if your spouse or household employee applies for residence based on the preferential treatment for Special Highly Skilled Professionals (Articles 4 and 33-2 of the Specific Activities Notification No. 2), the principal applicant will be certified as a Special Highly Skilled Professional in the same application.
未来創造人材制度(Japan System for Future Creation Individual Visa(J-Find))
2023年4月から未来創造人材制度(J-Find)が導入され、優秀な海外大学等を卒業等した方が、本邦において「就職活動」又は「起業準備活動」を行う場合、在留資格「特定活動」(未来創造人材)を付与され、最長2年間の在留が可能となります。
※高度専門職の並びで取り扱われていますが、内容的には、留学生の就職活動であるため、詳細は技術・人文知識・国際業務の頁に掲載いたしました。
Since April 2023, the Future Creation Talent System (J-Find) has been introduced. Individuals who have graduated from outstanding overseas universities or equivalent institutions and intend to engage in "job hunting" or "entrepreneurial preparation activities" in Japan are granted the residency status of "Specific Activities" (Future Creation Talent), allowing them to stay for up to two years.
* Although it is categorized under advanced specialized professions, since its content pertains to job hunting activities for international students, details have been included on the pages for technical, humanities knowledge, and international business.
